Robert Loader - Deputy Director of Audit

Rob is our Deputy Director with overall responsibility for the delivery and development of internal audit and counter fraud services. He works with the Assistant Director of Audit and the Counter Fraud Manager in ensuring the overall delivery of services across all Audit South West’s clients. Rob is also our professional lead for staff development and professional practice and the development of benchmarking services.

Rob is a Chartered Accountant, having trained with KPMG and has over 20 years of internal audit experience at a senior level in financial services, local government and the NHS. Since joining the NHS in 2000, Rob has worked with Acute Trusts, Foundation Trusts, Primary Care Commissioners, both PCT and CCG, and specialist ambulance and mental health services Trusts.

Prior to being appointed as Deputy Director, Rob headed up our services in Bristol, Exeter & North Devon, with responsibility for eleven NHS Trusts, covering acute services, three Foundation Trusts, an Ambulance Trust and five Clinical Commissioning Groups.

Rob is passionate about how effective internal audit can facilitate organisational change and governance development and has led a number of high profile audits specialising in these areas, including the following recent projects:

  • Transforming Community Services – providing a high level of review of the governance of the transfer of provider services from a primary care trust to an acute provider, including the delivery of due diligence work.
  • High level governance review of a large foundation trust, resulting in an improved committee structure and operation of the governance and audit committees and improving the understanding and use of risk management and the assurance at a Board and Committee level.
  • Leading on the audit of the procurement of children’s services for a large Primary Care Trust, providing staged assurances to the Procurement Board and the PCT Board.
  • Leading on the audit of the creation of Clinical Commissioning Groups, covering the emerging governance arrangements and transition planning.
